Notorious terrorist Heymar "Wulfgar" Reinhardt (Rutger Hauer) arrives in New York, where he is hunted by a taskforce including local undercover cops DaSilva (Sylvester Stallone) and Fox (Billy Dee Williams).
This is a pretty great action-thriller, and Hauer's breakout in English, having previously been known only in the Netherlands. It's good enought o feel less "dated" (except, perhaps, in the music) than "a period piece": excellent performances and a very good script. It's a shame that it was heavily edited for release and the original cut permanently lost.
