Young Tolly Devlin (Cliff Robertson) witnesses the murder of his father and, years later, takes his revenge. Samuel Fuller doesn't make happy movies, and this one is no exception: it's a neo-noir tragedy about the failures of justice and vengeance both.
It is perhaps most interesting as a kind of forerunner to Goodfellas, The Wire and their ilk, detailing the power structures of the city's underworld and their relationship with the police and district attorney.
